भारतीय सशस्त्र बलों के पूर्व सैनिक, जिन्होंने संबंधित क्षेत्र में 15 वर्ष की सेवा की हो तथा डीजीआर के माध्यम से संबंधित क्षेत्र में समकक्षता प्राप्त की हो।

10वीं कक्षा की परीक्षा उत्तीर्ण तथा आशुलिपिक सचिवीय सहायक (हिन्दी) में 1 वर्षीय एन.टी.सी./एन.ए.सी. प्रमाणपत्र।
